In Dragon Age 2 for the PS3, Xbox 360, you can unlock the Blood Dragon Armor from Dragon Age: Origins.
To unlock the Blood Dragon Armor, simply have a Dragon Age: Origins saved game on your system and it will automatically be unlocked.
