In Mario Kart 7 for the Nintendo 3DS, just like in previous versions, you can get a boost off of the starting line to get a slight advantage, especially in harder races.
To boost from the starting line, wait during the count down until the 2 disappears, then immediately press and hold A or Y. If you timed it correctly, you should get a short boost.
