There are a lot of unlockable character and parts in Mario Kart 7 for the Nintendo 3DS.
Characters are unlocked by getting first in specific cups, and parts are unlocked with coins from Grand Prix mode.
Parts that are purchased with coins are unlocked in random order, and the Golden parts are the only exception requiring specific accomplishments or a really high number of coins.

Lakitu – Get first place in the Lightning Cup on 150cc
Metal Mario – Get first place in the Special Cup on 150cc

Rosalina – Get first place in the Star Cup on 150cc
Shy Guy – Get first place in the Shell Cup on 150cc
Wario – Get first place in the Flower Cup on 150cc

In Grand Prix mode, collecting coins will allow you to purchase most of the kart parts in the game. The parts show up in random order, so they are different for everyone.
