Druddigon is a new dragon type pokemon in Pokemon Black and White. Druddigon will be between level 30 and 37 when you encounter it.
It can only be caught in and around Dragonspiral Tower. It can only be caught outside around the tower during Spring, Summer, and Fall seasons, but it should be able to be caught inside of the tower any time.
