In Resident Evil 4 Wii Edition, Leon has a couple of alternate outfits that can be unlocked.
To unlock his R.P.D. Uniform outfit, simply beat the main story line on any difficulty.
To unlock his suit outfit, play through and beat the Separate Ways mode.
