There are quite a few characters to unlock in Naruto Shippuden: Ultimate Ninja Storm Generations for the PS3 and Xbox 360.

Chiyo – Defeat Itachi Uchiha in the Tale of Naruto Uzumaki
Haku – Defeat Sasuke in the Tale of Zabuza Momochi And Haku
Haku (Masked) – Defeat Naruto in the Tale of Zabuza Momochi And Haku
Hokage 1 – Defeat Sasuke in the Tale of Young Naruto Uzumaki
Hokage 2 – Defeat Sasuke for the second time in the Tale of Young Naruto Uzumaki
Jiraiya – Win the first battle in the Tale of Jiraiya
Kabuto – Defeat Kabuto in the Tale of Young Naruto Uzumaki
Kakashi – Defeat Kakashi for the second time in the Tale of Zabuza Momochi And Haku
Kakashi (Kid) – Defeat Minato in the Tale of Kakashi Hatake
Killer Bee – Successfully complete the Tale of The Killer Bee
Kimimaro – Defeat Kimimaro in the Tale of Young Naruto Uzumaki
Obito Uchiha – Defeat him with Young Kakashi in the Tale of Kakashi Hatake
Pain – Defeat Naruto (Sage) in the Tale of Madara Uchiha
Shikamaru Nara – Defeat Kimimaro in the Tale of Young Naruto Uzumaki
Third Hokage – Defeat Orochimaru in the Tale of Young Naruto Uzumaki
Tsunade – Win the second battle in the Tale of Jiraiya
Zabuza – Defeat Kakashi in the Tale of Zabuza Momochi and Haku
