In Mortal Kombat (aka Mortal Kombat 9, the 2011 version) for the PS3 and Xbox 360, you can unlock Quan Chi as a playable character.
To unlock Quan Chi, you need to complete the 100% of the Story Mode, which is after you beat Chapter 16.
