In inFamous 2 for the PS3, there is a way to get power upgrades without spending your XP.
When you’re in a UGC mission, the XP that you use to upgrade powers isn’t consumed. Simply create a blank UGC mission, use your XP to upgrade your powers, then quit the mission. You’ll still have your XP, and your upgraded powers as well.
