There is a lot of mixed information going around about the legendary weapons in Fable 3 for the Xbox 360.
The first rumor is that you have to have melee or ranged skills to level five before legendary weapons will appear. Every weapon in the game is a legendary weapon, so that doesn’t really make sense.
Another rumor is that the the Marksman 500 counts toward the achievement, but it is from DLC content, so it doesn’t count. None of the downloadable weapons should count toward the 50 weapons needed for the achievement, including the collectors edition weapon Wolfsbane, and the free xbox live weapons as well.
One thing that is true is that your shop weapons don’t change on multiple playthroughs, so you’ll need to go coop to collect all 50 weapons for the achievement. Also, you have to have all of the weapons in your current characters inventory for the achievement to count, so if you create a new character, you’ll want to transfer your weapons over to them or vice versa.
If you are trying to collect all of the legendary weapons and Xbox Live isn’t an option, simply play through the game on another profile and speed through the beginning until you get to the first weapon shop to see if they have any new weapons you don’t have. If they do, then join the game with your primary profile character, purchase them, then save and quit and try again on a different profile.
